Police have historically used these notably creepy surveillance devices tograb mobile traffic out of the airvia cell tower emulation.
However, it would appear that the sale of said gear violated eBays terms of service.

The platformtold 404 Mediathat it had taken the listing down.

Lets be honest, you probably didnt want to own a Stingray anyway.
First of all, its not totally clear whether using this thing as a civilian would be entirely legal.
And it wasnt even necessarily a functioning equipment.
