If youre using Instagram on the web, click More (bottom left), then tweaks and Blocked.
On iOS, its parameters, then Privacy, and Blocked.
On iOS, you switch to the controls tab, then pick Privacy and Security and Blocked Users.

Scroll down to see email addresses that have been blocked and unblock them if needed.
The list isnt available via iCloud on the web.
